»Project Title: Support to the Legal Sector - Access to Justice

Development Objectives

Supports the implementation of the Alternative Dispute Resolution Act (2005) and the Legal Aid Act (2008). The Alternative Dispute Resolution Secretariat and National Agency for Legal Aid are being assisted to provide ready access to justice to the poor and vulnerable at both central and rural levels.

Activities

• Institutional Framework for Legal Aid
- Procure equipment and partition office for NALA.
• Strengthen national capacity and raise awareness on legal aid
Sensitization and dialogue with Private Bar, relevant stakeholders and CSOs
• Legal Aid initiative
- Consultancy to assess capacities of existing legal aid initiative at community and validate findings
• Strengthening of ADR Secretariat
- Debriefing on study tour to Ghana
• ADR Regional Centres
- Establish and inaugurate Regional Pilot centres Basse, Farafenni
- Refurbish regional pilot centres
• ADR community initiative
- Sensitization workshop in Soma and Bansang
• Support project implementation
- Monitoring and Evaluation

Intended Results

In line with the changing discourse on civil service reform, the project was developed to focus attention on how the Gambian civil service can be assisted in optimal service delivery for the poor.

Four specific outputs have been identified for this main objective

  • Strengthening government’s leadership and coordination role in public service reform
  • Development and implementation of short-term strategies to address pressing capacity gaps, focusing on critical skills and capacities in selected strategic areas ( i.e economic governance, policy formulation and strategic management)
  • Assisting key public service institutions to identify appropriate structures, human resources and systems that will enable them to carry out functions efficiently and effectively in the medium term
  • Putting in place a comprehensive long-term vision and strategy for an efficient and public service sustained by institutional arrangements and partnerships
