»Project Title: Capacity Development of the National Assembly

Development Objectives

Interventions in this area are aimed at strengthening the capacity of the National Assembly in its core functions of legislating, oversight, scrutiny and representation.

Activities

  • Capacity development of the office of the Speaker
    - Donor conference
    - Consultancy to develop a resource mobilization strategy (2009 – 2014)
    - Restructuring of existing library and development of E-library
    - ICT training for NAMs and staff
    • Strengthen legislative capacity
    - Consultancy to produce training materials, brochures and literature for NAMS on core functions of legislative and oversight roles
    - Establishment of video conferencing/seminar room
    • NAMS Oversight Capacity Strengthening
    - Capacity building training for PAC/PEC Members and Policy briefing for NAMS on oversight roles and key policy areas
    - Produce a NA Guidance handbook for NAMS on scrutiny and oversight functions
    • Improving Consistency
    - Conduct Regional Parliamentary Fora on issues of National and global concerns
    - Produce a NA Guidance handbook for NAMS on scrutiny and oversight functions
    • Communication of Parliament Activities
    - Updating and launching of the National Website
    - Produce a NA Guidance handbook for NAMS on scrutiny and oversight functions
    • Support Governance PMU
    - Support Assurance Activities

Intended Results

The Country Programme Action Plan (CPAP) 2007-2011 recognises the imperative role the National Assembly plays in creating an enabling policy environment and framework for implementing pro-poor growth, and deepening the democratic processes in The Gambia. The project seeks to foster a broad-based partnership between the National Assembly and all the relevant stakeholders. It is envisaged that the formulation of a comprehensive capacity development strategy and long-term technical assistance project will provide a mechanism to marshal support of and enhance partnership with the development community
