Development Objectives

The overall objective of the project is to strengthen national development planning, aid coordination and management.

Activities

i. Development of the NPC institutional framework, including sectoral and regional entities;
ii. Elaboration of job descriptions & competencies, salary structure and scheme of service;
iii. Development of budgeting and financial management system
iv. Provision of training and capacity building, including study tours and exposure visits, as well as technical assistance
v. Provide logistical and operational support to the NPC (Basic IT support, computers, Transport, Office Equipment, etc)
vi. Elaboration of a comprehensive institutional capacity development strategy
vii. Establishment of a “Basket Fund” and mobilization of additional resources for the NPC
viii. Development of a resource mobilization strategy for the NPC

Intended Results

(i) Immediate needs of the newly established commission fully met, ensuring that it becomes operational quickly;
(ii) A short-term action plan/work plan for the NPC developed, with particular emphasis on strengthening Aid coordination, including organization of the proposed Round table in 2007;
(iii) A comprehensive institutional capacity development strategy and programme for the NPC prepared;
(iv) Broad-based support from the development community for the Commission secured and resources mobilized to ensure that a coherent and effective planning and implementation framework to meet national development objectives is in place.
