Development Objectives
The project seeks to address emerging capacity development challenges
of The Gambia within the framework of the Regional Bureau for Africa
strategy on capacity development for pro-poor growth and accountability
(CD-PGA).
Activities
i. Provision of up-stream rapid policy advisory services and technical
expertise, including UNVs and NUNVs, in specific areas of immediate
concern to the Government and other stakeholders to enhance formulation
and implementation of policies for pro-poor growth and accountability
ii. Provide short-term training (3-6 months) and support attendance
of key conferences/workshops and exchange visits within the region
to enable targeted institutions and individuals to acquire critical
skills and expertise in policy formulation and implementation
iii. Develop a small grants programme to support implementation
of pilot projects on capacity development for pro-poor growth and
accountability that have the potential in becoming full-scale interventions
attracting additional bi- and multi-lateral donor resources
iv. Support to Quarterly and Annual Review Meetings and Stakeholder
workshops
v. Sensitization and capacity building of national counterparts
in UNDP Corporate mandate and Programme Cycle Management
vi. Support to scoping/programme formulation missions
vii. Develop country tailored NEX project procedures and operations
manuals and build capacity amongst stakeholders to improve project/programme
implementation
viii. Formulate and implement a cohesive CPD/CPAP Monitoring and
Evaluation Plan
ix. Support development and implementation of communications, partnership
building and resource mobilisation strategies
x. Support and build capacity for the roll-out of HACT
xi. Support the UNDP CO realignment process, including Job Fair,
training, retention of best local and international professionals
Intended Results
i. Rapid advisory services provided, technical expertise secured
and critical skills acquired by targeted institutions and individuals
to address emerging needs for capacity development
ii. Establishment of a conducive framework to facilitate continuous
dialogue and enhanced coordination and cooperation between UNDP,
Government and other national stakeholders to support the implementation
of the CPD and CPAP for 2007-2011
iii. Increased development effectiveness of UNDP programme interventions
through strengthening programme development and oversight capacities,
fostering of effective monitoring and evaluation systems, development
of sound communications, partnership building and resource mobilisation
strategies, and supporting efficient management of financial resources,
including the roll-out of the Harmonised Approach to Cash Transfers
(HACT).
